The vast majority of expats tend to live in the neighborhood of Palermo in Buenos Aires. There tends to be more of a digital nomad crowd in Palermo and expats who live long-term in Buenos Aires tend to also live in Recoleta and Belgrano.
Is Buenos Aires a good place for expats?
Buenos Aires is a great place for expats to live for a few months or even a few years. There is so much to do and see in Buenos Aires that you will never run out of things to do. When you get to Buenos Aires, you will realize that it is a great place to meet either other foreigners or local Argentinian people.
When we were there recently, we met a good mixture of people. There were young people who were going to nightclubs every night of the week and also many digital nomads who were in their 30s and 40s. There are also many families moving to Buenos Aires to escape higher living costs in the U.S.A and Europe.

When to go to Buenos Aires
I personally would suggest that October-December or February-April would be the best times to come to Buenos Aires as January is quite hot and there are not many people in the city as everyone escapes to the coast.
Where is the best place to live in Buenos Aires?
The best place to live in Buenos Aires depends on what you are looking for. I picked the safest, best-located neighborhoods but there are also many other places to live in Buenos Aires.

As you can see from the table above Palermo ranks quite highly for most things and for that reason, I think it is the best place to live in Buenos Aires. Palermo has some of the best restaurants in the city and some amazing steakhouses like Don Julio and La Cabrera.
If you are looking to move to Buenos Aires permanently, then check out the northern suburbs of Olivios and San Isidro for a house or Recoleta for a neighborhood feel if you want an apartment.
Palermo or Recoleta to stay as an expat?
I would recommend both Palermo and Recoleta to stay as an expat, to be honest. They are both fantastic neighborhoods. If you are younger go with Palermo and if you are older then go for Recoleta.
